After taking charge of the Union Ministry of Textiles, Piyush Goyal visited the office of the Textile Commissioner in Mumbai for the first time today to review the schemes and their progress in the textile sector and suggested measures for speedy implementation of these schemes.
He reviewed various schemes / activities of the Office of the Textile Commissioner, Textile Industry Committee, Cotton Corporation of India, Export Promotion Council and Textile Research Institutions. Union Minister of State for Textiles Darshana Zardosh was also present at the meeting.
 Applications received under the grant-oriented scheme should be processed in a transparent manner through an automated system keeping in view the broad objectives of each scheme. Necessary mechanisms should be developed for this so that personal contact between the industry and the department is closed and a standard process without discrimination is developed, Goyal said. To speed up the progress of the technology update scheme, Goyal suggested that all the issues could be settled permanently by focusing on the important issues related to the scheme as well as by arranging discussions with all stakeholders including banks. Goyal also said that the format of the statutory documents that the industry has to submit can be made easier if required. He emphasized on harmonizing the work of the Office of the Textile Commissionerate as well as the Textile Industry Committee and making maximum use of manpower.
There is a need to increase the productivity of cotton, said the textile minister. He suggested that the Ministry of Agriculture and Farmers Welfare should take necessary steps for this. Goyal said the Cotton Corporation of India should take the initiative to provide cotton picking machines to cotton growers through start-up companies, as well as currency loans or special models to help these small companies. Goyal suggested that a meeting of all interest groups be convened to work out a policy for the complete elimination of child labor from the textile sector.
A comprehensive industry dialogue is needed to develop a country-oriented comprehensive trade agreement, said Piyush Goyal, while reviewing the work of the Industry Export Promotion Council. At the same time, he suggested that financial systems should be developed to provide financial support to the textile industry, which would not be dependent on grants, but would enable stable credit from banks in the form of guarantees.
Looking to the future, there is a need to develop and showcase state-of-the-art value-added products, Goyal said. He emphasized on developing technical textiles for making wagon covers and making maximum use of the National Technology Textile Mission. Fully utilizing the power of this mission, he emphasized on manufacturing products as per the needs of the market. Goyal also said that pashmina wool should be brought as an international brand. Also, textile exploration organizations should become self-reliant without relying on government grants, appealed Piyush Goyal.
