Social security by labor card of workers of unorganized sector- Bhupendra Yadav



Mumbai, D.25- Union Labor and Employment Minister Bhupendra Yadav distributed e-shram cards to the unorganized workers in Mumbai today. The minister personally handed over the cards to 10 workers, who will now be able to take advantage of government schemes anywhere in the country.

The Union Minister also presented the approval letters for the ESI COVID-19 Relief Scheme to the dependents of 11 workers who lost their lives to COVID-19.
The Union Minister also distributed approval letters of Atal Bimit Vyakti Kalyan Yojana relief scheme to 10 workers of the unorganized sector.

Speaking on the occasion, Yadav informed that the Ministry of Labor has been entrusted with the responsibility of implementing government schemes for their welfare along with solving the problems faced by the workers in the unorganized sector. At the same time, the ministry is also engaged in ensuring fair working conditions for workers by shaping the development of labor laws internationally.
Speaking about the evolution of labor laws in the country, the minister said that multiplicity of laws has led to a situation where workers do not know where to submit applications for matters like equal wages, payment of wages and industrial disputes. The minister pointed out that the government brought gender justice in the labor code with the provision of equal pay for equal work for both men and women.
Yadav said that three Acts of Industrial Disputes Act. He said that the Trade Union Act and the Industrial Employment (Standing Order) Act have now been replaced by the Industrial Relations Code, 2020. He said that Occupational Safety Code has been brought for the safety of the workers. “Also, workers need social security, it is the responsibility of the government and society. Therefore, we have brought a social security code in line with the vision of the Prime Minister."

The Union Minister informed that the ESIC COVID-19 Relief Scheme is one of the most important steps taken to provide social security to the workers of the unorganized sector. Under this scheme, periodic payments @ 90% of the average salary of the deceased insured employee are made to the eligible dependents of the insured employee who died due to COVID-19.
The Social Security Code has been implemented in ESIC institutions in more than 500 districts of the country, the minister said, adding that the sector would benefit immensely from the pan-India implementation of the code. “The code has been linked to Ayushman scheme and automatic referral system has also been started in ESIC hospitals. I am monitoring the implementation of these schemes regularly so that we can take care of the welfare of our workers.”
Speaking on the e-shram portal, the minister expressed the desire that every worker in the unorganized sector should be registered on the portal. “Registration is necessary, so that we know how many workers are in each trade. More than 400 trades have already been represented on the portal. We want everyone to register so that every worker, including a very small worker, can take advantage of government schemes. In addition, those who register on the portal now are eligible to get insurance up to Rs. 2 lakhs."
 Yadav explained that the portal envisages that the data is collected and made available even to the last person on the road. “The government has asked the labor department to conduct a survey on migrant laborers and domestic workers. A new and third quarter institution-based survey is due soon, which will give us a picture of workforce trends in key sectors of the country. Thus it will enable us to develop our labor policy accordingly, based on concrete data."
