AI-Based System to Assist State Police in Investigations
Nagpur, June 23: To ensure crime investigations are conducted with precision and transparency, minimize unnecessary human interference, and build cases robust enough to withstand legal scrutiny, the state government’s special purpose vehicle, ‘MARVEL’, is developing an ‘AI Investigation Platform’—an investigation system based on Artificial Intelligence. This platform will initially be piloted in two police units, with state-wide implementation planned only after evaluating the experience gained during the trial phase.
Harsh Poddar, CEO of MARVEL and Superintendent of Police (Nagpur Rural), provided details regarding this initiative. Poddar stated that the ‘AI Investigation Platform’ would feature five key capabilities. It will include a facility to convert audio-visual statements from complainants, victims, or witnesses into a written format. The system will automatically generate a structured investigation roadmap based on the police force's Standard Operating Procedures (SOPs) and directives issued periodically by the Supreme Court and High Courts. Furthermore, the system will utilize blockchain technology to ensure the security of case-related seized property and the preservation of digital evidence, thereby avoiding common investigative hurdles. Poddar noted that since the entire process relies on an AI-based system, it will ensure greater transparency by eliminating risks associated with data tampering and human interference. This will also help accelerate the registration process at police stations. Additionally, the system will facilitate the scrutiny of charge sheets before they are filed in court following the investigation. **Core of the Investigation System**
The system centers on an AI-driven investigation assistant, or "Investigation Copilot." Superintendent of Police Poddar explained that this assistant would guide investigating officers on the direction of the investigation based on the nature of the crime, the evaluation of evidence, applicable laws, and standard police operating procedures. It would also highlight any deficiencies in the charge sheet before it is filed. A blockchain-based "chain of custody" system is proposed to handle all three types of evidence: digital, audio, and physical. The system aims to eliminate human intervention throughout the entire process—ranging from the secure recording of digital evidence and verifying the authenticity of audio evidence against its source to logging every instance of handling seized items. Numerous features essential to police investigations are being incorporated into the system. Poddar stated that the entire infrastructure would operate under the control of the Maharashtra Police and run on secure facilities located within the state, isolated from the public internet.
