Full facial visibility mandatory for TET exam; State Examination Council issues key clarification regarding Burqa and Hijab

Pune: The Maharashtra State Examination Council has issued clear directives regarding the use of the Burqa, Hijab, and Dupatta for the Teacher Eligibility Test (TET) scheduled for June 28, 2026. Council President Dr. Nandkumar Bedse announced via an official letter that the face must be fully visible at the examination centers.
The Council had received numerous email requests from female candidates seeking permission to wear the Burqa, Hijab, and Dupatta. This decision has been taken to ensure security, identity verification, and transparency during the examination.
Key Rules:
Live CCTV surveillance will be in place in all classrooms at the examination centers.
It is mandatory for each candidate's face, mouth, ears, and neck area to be clearly visible.
No face-covering garments (such as Burqa, Hijab, Dupatta, or others) will be permitted during the examination.
The Council has clarified that there is no total ban on female candidates wearing the Burqa or Hijab. However, while seated during the exam, the face must be fully visible on CCTV. No coverings are allowed over the head, ears, or face.
Underlying Reasons:
Reference to a 2024 Bombay High Court ruling.
Similar rules apply to examinations conducted by UPSC, SSC, IBPS, and MPSC.
Past incidents where mobile phones were smuggled into exam halls concealed within a Dupatta or Burqa.
Rising risks of malpractice involving Bluetooth, Wi-Fi, and AI-based devices.
The Council stated that these directives have been issued to ensure the fairness of the examination and to prevent malpractice. Candidates are urged to strictly adhere to these rules.
