New rules for loan waiver: Income tax payer farmers excluded, process intensified with guarantees
A new twist in the farmer loan waiver scheme: Relief will be given only if they are not income tax payers, guarantee to return the amount
Yavatmal, December 8, 2025 (Special Representative) - Farmers who have approached the High Court to get loan waiver for farmers who have qualified under the Chhatrapati Shivaji Maharaj Shetkari Samman Yojana (2017) are now likely to get relief. However, this relief will be available only to farmers who are not income tax payers, and indemnity bonds are being taken from them to return the amount. As per the verdict of the High Court on May 2, 2024, the District Administration and Cooperation Department has initiated proceedings in this matter, and eight farmers from Yavatmal district have been declared eligible.
The farmers had filed petitions in the Nagpur bench of the High Court to get loan waiver under this scheme. Eight farmers have been declared eligible in this fight waged by 50 farmers in the district against the government. This includes Sandeep Umakant Darne, his mother Nalini Umakant Darne and six other farmers. Also, farmers from Akola and Ahilyanagar districts are also in this list. The list of eligible farmers has been submitted to the Pune Cooperative Commissioner, and now the process of bond execution has begun.
The guarantee letter clearly states that if the farmer is found to be an income tax payer during the investigation, the loan waiver amount received will have to be returned. The district administration held a meeting with the farmers and officials and reviewed the matter. However, no decision has been taken yet on the loan waiver of the other 60,000 farmers who were eligible under the 2017 scheme. This matter has become complicated due to the lack of data from MahaAIT, and dissatisfaction is increasing among the farmers.
The farmers are asking, "We are eligible, but due to not getting the loan waiver, we cannot take new loans. The old loans are due with interest, and we cannot even participate in bank elections. Our shares are encumbered with the bank. What is our fault?" Farmers are asking this question. Although the matter has picked up pace again with the commencement of the loan waiver process, the question remains as to what will happen to the remaining farmers.
The district administration said that all eligible farmers will get justice soon, but an income tax investigation is necessary. Although this scheme is for the welfare of farmers, there is a fear that many will be deprived due to the conditions.
