New Delhi: On Monday, the Supreme Court suggested linking outstanding amounts from traffic violation e-challans to electricity bills to ensure their recovery. The Court was informed that states and Union Territories across the country have approximately ?20,000 crore in outstanding e-challan dues. The matter was heard by a bench comprising Justice J.B. Pardiwala and Justice K.V. Viswanathan. The Court clarified that merely issuing challans is insufficient; effective recovery of fines is also essential. It directed that vehicles with unpaid traffic fines be blacklisted on transport department websites. The Court also suggested considering restrictions on the transfer of ownership for such vehicles. Need for an Effective Recovery Method
The bench suggested considering whether the unpaid traffic fine amount could be added to the violators' electricity bills. Since non-payment of electricity bills can lead to a power disconnection, the bench noted the need to find an effective method to recover outstanding fines. ?45,000 Crore in Arrears
During the hearing, it was reported that states and Union Territories had outstanding dues totaling approximately ?45,000 crore, of which ?25,000 crore had already been recovered. Check for Arrears via Surprise Vehicle Inspections
