Moscow/New Delhi, Dec. 3, 2025: A significant development has caught the world's attention ahead of Russian President Vladimir Putin's upcoming visit to India. The lower house of the Russian parliament (State Duma) has formally approved a military agreement with India called 'Reciprocal Exchange of Logistics Support' (RELOS). The agreement will bring about a revolutionary change in the defense cooperation between the two countries, and it is also being expressed that a new memorandum of understanding in the field of civil nuclear energy will be signed during Putin's visit on December 4-5.
Russian Prime Minister Mikhail Mishustin had submitted the agreement to the Duma for approval last week. Speaking about this, Duma Chairman Vyacheslav Volodin said, "India-Russia relations are time-tested and strategic. This agreement is a step towards equality that will further strengthen our bilateral relations." The agreement will give the militaries of both countries legal permission to deploy warships, aircraft and troops on each other's territory. It will allow the deployment of five warships, ten military aircraft and 3,000 soldiers at a time for five years. If there is agreement, this period can be extended for another five years.
The agreement was signed on February 18, 2025, and has now been ratified by the Russian Cabinet. According to it, the militaries of both countries will have the facility to use each other's bases, ports and airspace. It will set clear guidelines for logistical services such as fuel supply, food, repairs, spare parts and transportation. The agreement will not be limited to military operations, but will also apply to joint exercises, training, humanitarian assistance, cooperation in natural disasters and other crises.
An official statement from the Russian Cabinet said that the agreement will facilitate the use of airspace, allow warships to visit each other's ports and make the overall defense partnership more practical and rapid. India is a major military-technical partner of Russia, and the relations between the two countries are gaining new strength due to changes in global politics. "India is a geopolitical giant, and this agreement will deepen our cooperation," said Vyacheslav Nikonov, deputy chairman of the Duma's international affairs committee.
The agreement will be a key issue in the discussions during Putin's visit. Relations between India and Russia have been strong since the Cold War, and have been strengthened by projects such as the BrahMos missile and the S-400 air defense system. According to experts, the agreement will be strategically important for both countries in the face of rising tensions in the Indo-Pacific region.
