Senior Advocate Vijay Hansaria informed the Court that criminal cases have been registered against the Chief Ministers of 14 out of the country's 28 states.
Telangana Chief Minister A. Revanth Reddy tops this list with 89 criminal cases. He is followed by West Bengal Chief Minister Suvendu Adhikari, who faces 29 cases. Karnataka Chief Minister D.K. Shivakumar and Andhra Pradesh Chief Minister N. Chandrababu Naidu face 19 cases each, while Kerala Chief Minister V.D. Satheesan faces 18 cases.
Jharkhand Chief Minister Hemant Soren faces 5 cases, while Maharashtra Chief Minister Devendra Fadnavis and Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu face 4 cases each. Tamil Nadu Chief Minister M.K. Stalin and Bihar Chief Minister Samrat Chaudhary face 2 cases each, while the Chief Ministers of Sikkim, Punjab, Odisha, and Rajasthan face 1 case each.
According to Hansaria’s 96-page report, West Bengal has the highest number of MLAs facing serious criminal charges; 170 out of its 292 MLAs have criminal cases registered against them. A significant number of MLAs also face serious criminal charges in states such as Kerala (57%), Andhra Pradesh (56%), Telangana (49%), Jharkhand and Odisha (45%), Bihar (42%), and Maharashtra (40%).
In the Lok Sabha, 170 MPs have serious criminal cases registered against them. As of July 2026, a total of 4,192 criminal cases are pending against sitting and former MPs and MLAs. Of these, the highest number of cases—1,171—are in Uttar Pradesh. Cases have also been filed against 75 of the 233 Rajya Sabha MPs.
The petition demands that pending cases against MLAs and MPs be heard in special courts and monitored by the High Courts.
