Sugarcane farmers to receive outstanding FRP! 7 major decisions by the Fadnavis government; soft loans for cooperative sugar mills
Mumbai, September 15, 2026: Seven significant decisions benefiting sugarcane farmers, sugar mills, and the general public were taken during the state cabinet meeting held today (Tuesday) under the chairmanship of Chief Minister Devendra Fadnavis. The decision to provide soft loans to cooperative sugar mills stands out as the most crucial among them. This move paves the way for farmers to receive their outstanding FRP (Fair and Remunerative Price).
1. Soft loans for cooperative sugar mills
A decision was made to provide soft loans on easy terms to cooperative sugar mills to enable the payment of outstanding FRP for the 2025-26 crushing season and to facilitate preparations for the upcoming 2026-27 crushing season.
In the previous season, 210 sugar mills in the state crushed 1,045.63 lakh metric tonnes of sugarcane. A total FRP of ?40,446 crore was due to the farmers. Although approximately 99 percent of this amount has been paid, 48 mills still have outstanding dues amounting to around ?298 crore. This loan will prove useful in ensuring farmers receive their payments and in providing financial support to the mills for the upcoming season.
2. Establishment of ‘Maha-TAC’ cell
Approval was granted to establish the ‘Maharashtra Technical Assistance Cell’ (Maha-TAC) to conduct an in-depth evaluation of 25 key state government policies and 25 important public welfare schemes.
This one-year evaluation will be carried out in collaboration with IIM Mumbai and the Centre for Research in Schemes and Policies (CRISP). The process will go beyond mere document review; it will involve direct interaction with actual beneficiaries to verify whether the schemes are delivering their intended benefits.
3. **Return of Land in Haregaon to Original Farmers**
A decision was taken to return land—currently held by the Maharashtra State Farming Corporation—to the original farmer-owners in the village of Haregaon, located in the Shrirampur Taluka of Ahilyanagar district. Approval was granted to amend the Maharashtra Agricultural Lands (Ceiling on Holdings) Act, 1961, to facilitate this.
**4. Stamp Duty Waiver for Nashik Literary Council**
A decision was made to waive stamp duty on the registration of the lease agreement for a Nashik Municipal Corporation building, which is to be used as a study center and library by the Nashik branch of the Maharashtra Sahitya Parishad (Maharashtra Literary Council).
**5. Land for Arvi Municipal Council**
Approval was granted to transfer 6,240.30 square meters of government land free of cost to the Arvi Municipal Council in Wardha district for the construction of a commercial complex.
**6. Amendment to Municipal Council Act**
Approval was given to amend the Maharashtra Municipal Councils, Nagar Panchayats and Industrial Townships Act, 1965.
**7. Mumbai Police Housing Project**
Approval was granted for the creation of four new posts for the office of the Chairperson of the Mumbai Police Housing Township Project and for the associated expenditure.
