
The post in the army may not increase but the money will increase!
-A big decision of the Supreme Court is coming today
New Delhi. The army is also waiting for the system of Nonfunctional Upgradation (NFU), which is available in almost all the central services, to increase the salary after two years in case of no promotion. The date of this case is tomorrow in the Supreme Court. Its hearing has already been completed and the decision is expected on Wednesday.
According to an Army officer, giving NFU in the Armed Forces is necessary to equalize the status. Presently, the rank which is obtained in bureaucracy at the age of 27 years is obtained in the army at the age of 35-38 years. 1-2% get promotion and most retire at the rank of colonel. After getting NFU, at least the grade pay will be equal.
Earlier in the Supreme Court, the Defense Ministry had opposed the decision of the Armed Forces Tribunal, which said that NFU should also be implemented in the Central Armed Forces i.e. Army, Navy and Air Force. It was said in the Supreme Court on behalf of the government that the organizational structure of the Armed Forces is different, hence any policy which is applicable to the Organized Group A Service cannot be implemented on the Defense Service.
Defense Force is a rank based organization and implementation of NFU will create a difficult situation. The intensity, discipline, control and efficiency of command will be adversely affected. There will also be a difference in the motivation level of the officers working in the Defense Force. It was also said that the Defense Force gets many other facilities which are not available in the Civil Services. According to sources, now there is no opposition to it from the government side.

NFU was implemented from January 1, 2006 on the recommendation of the Sixth Pay Commission to eliminate the disparity between the IAS and other Group 'A' services. This means that if one batch of officers in that service gets promotion and the rest do not, then after two years the salary of the rest will be upgraded even without promotion i.e. functional upgradation. It was initially for 49 Organized Group A Services but later it was implemented in IPS, Indian Forest Service also.
In 2019, the Supreme Court decided to implement it in the Central Armed Police Forces too – i.e. CRPF, BSF, ITBP. After which now only the Armed Forces i.e. Army, Navy, Air Force are without NFU.
