Nagpur, Dec 31: A bicycle scam has been going on in Manpat since 2009. When there was no need, a bicycle worth Rs 12,000 was bought for Rs 60,000. These purchase files have the signatures of Additional Commissioner Ram Joshi. Investigate this scam in the education department. Corporator Abha Pandey demanded suspension of Joshi.
She was speaking at a discussion on the adjournment motion. I received a complete audit report of the procurement from the Education Department from the Accounts Officer. This report has very serious implications. The report, submitted on June 12, 2018, clearly states that the bicycles purchased for the school children of the corporation in 2009-2010 did not follow the rules of the finance department.
If it is required to procure more than Rs 50,000 per annum, then it is necessary to publish the tender in the Gazette. There is a complete discrepancy between the procurement and supply of 588 bicycles of Messrs. Bhagyalakshmi Company. It is said that 66 bicycles were distributed in Barrister Wankhede school but 34 bicycles are recorded in Nasti.
In the audit report dated 31st December 2018, the Department of Education, while examining the tenders and tariffs for the purchase of gold coins, did not mention the purchase of 5 gold coins of Rs. 1 lakh 17 thousand 869 per 10 grams from Das Jewelers. This purchase did not follow the rules.
It is recorded that cash prizes were given to the meritorious students but there is no calculation of how much money was given to the meritorious students. Many traders were also involved in the purchase of chairs and tables for the Municipal Schools. I wrote a letter to the then Mayor Nanda Jichkar 3 times about this whole scam but did not listen.
The education department also committed scams in the photos of the great men. The ruling party and the administration did not release the great men either.
