Mumbai, November 4, 2025: The Maharashtra State Election Commission made a big announcement today and announced the schedule for the elections for 246 municipal councils and 42 nagar panchayats in the state. Voting for these elections will be held on December 2, and the votes will be counted and the results will be announced on the next day, i.e. December 3. The State Election Commissioner announced this schedule at a press conference organized in Mumbai. This has given impetus to the election process of local bodies in the state, and political parties have started preparations.
These elections are considered very important for local level development and administration in the state. A total of 246 municipal councils include 10 new municipal councils, while 42 nagar panchayats include 15 newly formed nagar panchayats. The elections will be held through a multi-member system, and candidates will contest for thousands of seats. The State Election Commission said that all the mechanisms have been put in place to ensure a transparent and peaceful voting process. EVM machines will be used, and the work of finalizing the voter lists has been completed.
Major political parties in the state have welcomed the announcement. Both the Mahayuti and Mahavikas Aghadi have started preparing their lists of candidates. BJP, Shiv Sena (Shinde group), NCP (Ajit Pawar), Shiv Sena (Uddhav Thackeray), NCP (Sharad Pawar) and Congress, along with other parties, are considering these elections as prestigious. These elections, which have been delayed for the past few years due to OBC reservation and ward formation issues, will now be held on time as per the directions of the Supreme Court. The court has ordered to complete all local elections by January 2026.
After this first phase of elections, elections to Zilla Parishads and Panchayat Samiti will be held in the second phase, while elections to 29 municipal corporations including Mumbai, Pune, Nagpur, Thane, Nashik will be held in the third phase. Overall, elections are planned to be held in three phases in the state. The Commission informed that more than 50 lakh voters will exercise their rights for 288 local bodies (246 municipal councils + 42 nagar panchayats) in the first phase.
The election model code of conduct has come into effect with immediate effect, and candidates have been given a deadline from November 10 to 15 to file nominations. The scrutiny of nominations will be held on November 16, while the last date for withdrawal of candidatures will be November 18. Campaigning will be available from November 19 to November 30. Voting will be held from 7:30 am to 5:30 pm. Since these are the first major local elections after Covid, health safety measures will be strictly followed.
According to political analysts, these elections will test the political environment after the assembly elections. Development works in rural and semi-urban areas, water supply, roads, and health facilities will be the major issues. The 27 percent quota for OBC reservation will give a big opportunity to Dalit, tribal and other backward class candidates. Since women's reservation is 50 percent, the number of women candidates will increase.
The State Election Commissioner appealed to the voters, "Every voter should exercise their right. Voting is necessary to strengthen democracy." The security apparatus has been alerted and additional police force will be deployed at sensitive polling stations.
