By-polls for 5 ZPs including Nagpur on July 19

Mumbai, July 23: Polling for the by-election of vacant posts in 5 Zilla Parishads of Nagpur, Nandurbar, Dhule, Akola and Washim and 33 Panchayat Samitis under them on 19 July 2021; The counting of votes will take place on July 20, 2021. P. S. Madan did.
The by-elections of Palghar Zilla Parishad and its adjoining Panchayat Samiti will be held after the situation in Kovid-19 improves, Madan said.
Madan said that elections for 6 Zilla Parishads of Dhule, Nandurbar, Akola, Washim, Nagpur and Palghar and 44 Panchayat Samitis under them were held in January 2020. The elections for the backward class seats of the citizens were held subject to the decision of the Supreme Court. The Supreme Court, in its order dated March 4, 2021, while ruling on the issue of reservation being more than 50 per cent, had partially changed the provision of reservation for backward class citizens in local body elections without declaring it illegal; But the change was overturned by a Supreme Court bench on May 11, 2010. The apex court had also ordered immediate cancellation of elections for backward class seats in 85 constituencies in these 6 Zilla Parishads and 144 constituencies in 37 Panchayat Samitis and to start the election process within two weeks to fill the vacancies from the general category.
The women's reservation was dropped as per the directions of the State Election Commission to hold elections for the vacant posts from the general category as per the order of the Supreme Court. The polling station wise voter list for this by-election was also published on 27 April 2021. The Supreme Court had on March 22, 2021 ordered to continue the process initiated by the State Election Commission; But in a letter dated March 19, 2021, the state government had brought the situation of Kovid-19 in the state to the notice of the commission. In view of this situation, the commission had pointed out to the court that the election process should be postponed for two months. He also said that the court had on April 30, 2021 directed the commission to take timely decision keeping in view the situation of Kovid-19.
The state government has made 1 to 5 levels based on the number of oxygen bed patients and corona positivity rate in reference to Covid-19. Dhule, Nandurbar, Akola, Washim and Nagpur districts are included in Level-1. Palghar district is still included in Level-3. Therefore, except for the election of vacancies in Palghar Zilla Parishad and its adjoining Panchayat Samitis, the Commission has announced the program of by-elections for the vacancies in 5 other Zilla Parishads and 33 Panchayat Samitis. Accordingly, the code of conduct has been implemented in the concerned constituencies and constituencies from today. Nominations will be accepted from June 29, 2021 to July 5, 2021. Nominations will not be accepted since Sunday, July 4, 2021. The scrutiny of nomination papers will take place on July 6, 2021. An appeal can be lodged with the District Judge till July 9, 2021 against the decision of the Returning Officer regarding the nomination paper. 12 July 2021 in places where there is no appeal; Candidate applications can be withdrawn till July 14, 2021 at the place of appeal. Voting will take place on 19 July 2021 from 07.30 am to 05.30 pm. The counting of votes will take place on July 20, 2021, said Shri. Madan said.
