Call for Unity on 'Nari Shakti Vandan Adhiniyam'; Modi Writes to Leaders of All Parties
New Delhi: Prime Minister Narendra Modi has written to the floor leaders of all political parties in Parliament, appealing for their unanimous support for the 'Nari Shakti Vandan Adhiniyam' (Women's Reservation Bill). Modi stated that he hopes for a historic discussion on this bill during the three-day special parliamentary session commencing on April 16, 2026, thereby paving the way for its implementation in the 2029 Lok Sabha and Assembly elections.
Prime Minister Modi remarked, "This moment transcends any single political party or individual. A historic discussion has been scheduled for this special session. Through this initiative, the path will be cleared for the implementation of the 'Nari Shakti Vandan Adhiniyam' in the 2029 Lok Sabha and Assembly elections."
Under this bill, one-third (33 percent) of the total seats in the Lok Sabha and State Legislative Assemblies are to be reserved for women. This reservation includes seats already reserved for Scheduled Castes (SCs) and Scheduled Tribes (STs). This step is regarded as crucial for the implementation of Article 334-A of the Constitution.
However, the opposition has expressed reservations regarding this perceived haste. Responding to Modi's letter, Congress President Mallikarjun Kharge stated, "The haste with which the Central Government is pushing for the implementation of this bill appears to be driven more by a desire for political gain than by a genuine commitment to women's empowerment." He has demanded that a meeting be convened with all political parties after April 29. He also voiced a grievance that the political parties were not taken into confidence prior to the convening of the special session.
Some opposition parties from the southern Indian states are opposing the proposed delimitation exercise based on the 2011 Census. It is projected that if delimitation is carried out, the total number of Lok Sabha seats would increase from 543 to 816, with 247 of these seats being reserved for women. The BJP has clarified that the delimitation exercise based on the 2011 Census will not result in the reduction of a single Lok Sabha seat for any state. Against this backdrop, a meeting of opposition parties has been convened on April 15, during which issues—including women's reservation—will be discussed.
Prime Minister Modi has urged all parties to set aside partisan differences and come together to empower women and strengthen democracy. He further stated that this decision reflects the aspirations of millions of women across the country.
