Imphal, September 13, 2025: Prime Minister Narendra Modi today visited Manipur and took stock of the situation in the state for the first time since the communal violence in 2023. The visit is being considered a milestone in the history of Manipur, as it has created new hopes for peace and development in the state. In Churachandpur and Imphal, the Prime Minister inaugurated various development projects and interacted with the local people. He appealed to the people of Manipur to walk on the path of peace and secure the future of their children.
Starting from Churachandpur
Prime Minister Modi's visit began from Churachandpur district, one of the worst-affected areas in the violence of 2023. More than 250 people died in the violence and over 60,000 were displaced. After reaching Churachandpur, the Prime Minister interacted with the displaced persons and learned about their problems. He inaugurated development projects worth over Rs 7,300 crore, including the Manipur Urban Roads, Drainage and Property Management Improvement Project (Rs 3,600 crore), five National Highways projects (Rs 2,500 crore), the Manipur Infotech Development (MIND) project and nine working women hostels.
“The Union Government is committed to making Manipur a symbol of peace and prosperity,” the Prime Minister said at a public meeting in Churachandpur. “Violence has held our society back, but now we can come together and make the future of our children brighter,” he appealed.
Inauguration of projects in Imphal
After the programme in Churachandpur, the Prime Minister left for Imphal, where he inaugurated projects worth over Rs 1,200 crore. These include the Civil Secretariat at Mantripukhari, the IT SEZ building, the new police headquarters, Manipur Bhavan in Delhi and Kolkata and Ima Markets (special markets for women) in four districts. Addressing a grand gathering of around 15,000 people at Kangla Fort, the Prime Minister highlighted the cultural and political importance of Manipur.
“Manipur is not just a state, but an important part of India’s cultural and historical heritage. The Central Government has been making special efforts for the development of Manipur since 2014. The budget for rail and road connectivity projects has been increased,” Modi said.
Post-Violence Situation and Central Government Efforts
The communal violence in Manipur in May 2023 between the Kuki and Meitei communities had led to widespread instability in the state. More than 6,000 police weapons were looted in the violence, of which 4,200 have been recovered so far. The central government has deployed Central Armed Police Forces (CAPFs) to restore peace in the violence-hit areas and has created buffer zones along the hill and valley borders.
The Prime Minister, in his speech, stressed the efforts of the central government. “Manipur is slowly recovering from the violence. We are trying our best to ensure that life here returns to normal,” he said.

While the Kuki community in Churachandpur has welcomed the visit, some in the Maitei community in Imphal have expressed doubts about its impact. Congress leader Jairam Ramesh has called the visit “an insult to the people of Manipur” as it comes more than two years after the violence.
Leshemba Sanjaoba, Manipur’s lone Rajya Sabha MP, described the visit as “very fortunate for the state and the people”.

Ahead of the Prime Minister's visit, heavy security arrangements were made in Imphal and Churachandpur. Large hoardings and posters welcoming the Prime Minister were put up on the 7-km road from Kangla Fort to the airport. However, in Churachandpur, some unidentified persons attacked the decorations put up in preparation for the visit, which created tension.
