RTO services halted for unpaid e-challans; transporters' association strongly opposes move, warns of state-wide agitation
Pune: The Maharashtra State Goods and Passenger Transport Association claims the state government has decided that no RTO-related work can be carried out unless pending e-challan fines on vehicles are paid. The association has strongly opposed this decision, noting that it will impose a financial burden on lakhs of vehicle owners across the state. They have warned of launching a state-level agitation if the decision is not withdrawn.
According to the association, the state government issued a circular to all Regional Transport Offices (RTOs) in the state based on a prior directive from the Central Government. Under this directive, if a vehicle has pending e-challan fines, no RTO-related activities—such as vehicle transfer, licensing, or registration—can be processed until the dues are cleared. The association also claims that this decision is being implemented starting September 1.
Meanwhile, vehicle owners and transporters have been lodging complaints regarding e-challans issued erroneously over the past two to three years. Demands to cancel flawed e-challans, incorrect entries, and fines unrelated to the specific vehicle have previously been raised through protests. The government had previously assured that action would be taken regarding such erroneous challans. However, transporters are now dissatisfied with the decision to halt RTO services until pending challans are paid.
