Thwart the 'Divide and Rule' Attempt – MLA Rajkumar Badole
– State-Level Deliberation Conference on Sub-Classification
Nagpur, 24th — "A plot is being hatched to erect walls within society under the guise of caste-based sub-classification. Certain forces currently in power have initiated a conspiracy to sow discord within the community. Recognize this ploy in time, foil it, and preserve social harmony, brotherhood, and unity just as we have in the past," urged former Minister for Social Justice, MLA Rajkumar Badole, in an impassioned appeal during his inaugural address.
He was speaking at the inauguration of the State-Level Deliberation Conference on Caste-based Sub-Classification, organized jointly by Lord Buddha TV, the Rajkumar Badole Foundation, and the Lahu Sena. The event was presided over by former Registrar Dr. Puran Meshram. In his speech, pointing a finger at the wounds afflicting society, Badole spoke in deeply emotional terms: “Our strength lies not in fragmentation, but in unity. Political differences may exist, but there should never be social discord. For if society fractures, the beneficiaries are invariably the exploitative forces. We are not being allocated funds proportionate to our population. Through the process of privatization, the system of reservation is being dismantled. For the few remaining vacancies—in a job market where opportunities have all but vanished—we are being pitted against one another.
He articulated, in words laden with anguish: “For thousands of years, this community remained untouchable and ostracized. Now, the jobs belonging to this very community have been eliminated, and the funds rightfully due to them have been misappropriated. A sinister plot is now afoot to incite infighting amongst us. Whose mindset is this? Society must recognize it. For nothing constructive will ever emerge from such conflicts; on the contrary, society will be plundered. By the time we awaken to this reality, it will be far too late. The garden of reservation—nurtured and established by Dr. Babasaheb Ambedkar—will have been laid to waste. We will then be left with no option but to sit back in helpless regret. There remains a backlog of two hundred thousand jobs yet to be filled; the government must fulfill this obligation. However, the stark reality today is that we do not receive even a meager 1.5 percent share of opportunities. Therefore,” he asserted firmly, “this struggle must not be waged against one another, but rather for the full 13 percent share of rights that is rightfully ours.”
He continued: “If we secure our full share, not a single youth from any sub-caste within our community will remain unemployed. Education, employment, and dignity will reach every household within our society. It is possible to create something positive even out of adverse circumstances. Let us transform this very crisis into an opportunity. Let us fight to clear the backlog in reservation. Let us reclaim the funds rightfully allocated to us in the state budget. Let us exert pressure on the government to curb injustice and atrocities. We ourselves shall transparently determine the specific share due to each segment of our community, and we shall maintain a meticulous record of it.” However, no one has the right to divide society. It was emphatically asserted that if the government intends to undertake sub-categorization, it must not do so without basing it on the 2027 census. The methodology adopted by the Badar Committee is unconstitutional. He stated that it is essential to ascertain the views of all caste groups within the Scheduled Castes regarding this matter.
**The Collective Voice**
During the conference, speakers advocating for sub-categorization asserted that they are followers of Buddha and Ambedkar, and uphold the Constitution. They claimed to be staunch opponents of the RSS. While they strongly demanded sub-categorization, they emphatically maintained that this process would not create rifts or discord among the various brethren communities.
Participants included Prof. Ramchandra Bharande (Nanded), Dr. Ravindra Mundre (Amravati), Dr. Ankush Gotawale (Chandrapur), Prof. Mukesh Dupare (Pune), Prof. Sandesh Wagh (Mumbai), Dr. Ganesh Borkar (Akola), Prof. Kishor Birla (Nagpur), Rajesh Ghode (Beed), Prof. Baban Ingole (Amravati), Ratansingh Bawari (Butibori), Naresh Mankar (Nagpur), Raju Thete (Bhimraj Sena), Bhaiyyaji Khairkar (Social Activist), and Sanjay Kathale (Lahu Sena). The gathering featured a large number of representatives from the Mahar, Matang, Charmakar, and Valmiki communities.
Prof. Sandesh Wagh stated that the methodology adopted by the Badar Committee violates the guidelines laid down by the Supreme Court. He clarified that, pursuant to Article 338(9), it is mandatory for the State to consult with the National Commission for Scheduled Castes regarding significant matters pertaining to the Scheduled Castes.
Prof. Mukesh Dupare alleged that the report published through BARTI is false and defamatory; he further informed the gathering that he has lodged a formal complaint with the Chief Minister regarding this matter. In his presidential address, Dr. Puran Meshram stated that under the 'point roster' system, those entitled to a two percent reservation would not secure a single seat for a period of ten years. He added that those advocating for sub-categorization would realize their mistake only much later.
